Canadian Cattle Ranchers Press Canadian Government to End U.K. Trade Deal

Canada’s cattle ranchers are urging the Canadian government to end the trade agreement with the United Kingdom established post-Brexit. They seek to pressure the British government to lift barriers on Canadian meat exports and resume negotiations. Tyler Fulton, President of the Canadian Cattle Association (CCA), emphasized the importance of diversifying markets amidst geopolitical uncertainties and highlighted the lack of effort by the U.K. to address the non-tariff barriers hindering Canadian beef access.

While Canadian exports to the U.K. were minimal in recent years, British beef imports to Canada surged significantly. Data from the CCA showed a substantial increase in British beef imports, reaching $42.5 million in 2024 from $16.6 million in 2023. Despite the initial agreement to maintain preferential trade terms post-Brexit, challenges persist due to differing food safety regulations.

Canadian ranchers argue that regulatory discrepancies, particularly in food safety standards, have impeded their exports to the U.K. This issue stems from the divergence between Canadian and European safety regulations, impacting trade negotiations and market access. The CCA asserts that the U.K. is violating the terms of the trade continuity agreement by maintaining restrictive measures on Canadian beef under the guise of regulatory disparities.

Efforts to resolve these trade barriers have faced obstacles, with scientific and technical committees struggling to make substantial progress. The call to action by Canadian ranchers coincided with recent legislative developments regarding the U.K.’s accession to the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP). The Canadian government has delayed ratifying the U.K.’s CPTPP membership, emphasizing the need to address market access issues with the U.K.

Fulton stressed the importance of upholding rules-based trade and urged the government to advocate for Canadian beef producers. Resolving regulatory barriers could lead to increased market access for Canadian livestock producers in the U.K. and vice versa. While discussions between trade ministers continue, the path to a permanent bilateral trade agreement remains uncertain. The Opposition Conservatives in Canada have historically supported strengthening trade relations with the U.K., aligning with the government’s goal of expanding trade partnerships beyond the U.S.

Prime Minister Mark Carney outlined plans to diversify Canada’s trade and boost exports to non-U.S. markets in the coming years. The future of trade negotiations between Canada and the U.K. hinges on addressing trade barriers and fostering mutual cooperation to enhance bilateral trade and investment.
