The latest assessment from a prominent source in Canada indicates that it is premature to label the current economic conditions as a recession. Recent discussions in Parliament have revolved around whether the country is experiencing a recession following reports from Statistics Canada showing two consecutive quarters of economic contraction.

The C.D. Howe Institute’s Business Cycle Council, typically considered an authority on recession declarations in Canada, has refrained from categorizing the situation as a technical recession solely based on the two-quarter GDP decline criterion. Instead, the council emphasized the importance of exercising caution in interpreting the recent economic data and rejected the conventional definition of a recession.

One of the council members, Steven Ambler, highlighted the group’s approach of assessing economic activity based on three key factors: whether the decline is pronounced, persistent, and widespread enough to be classified as a recession. The council’s stance is that the current economic weakness in Canada does not meet the criteria for a recession, and they anticipate revisions to the marginal first-quarter decline in the coming months.

Furthermore, the council noted that the recent GDP contraction is not as severe as previous instances when a recession was officially declared. To meet their recession declaration threshold, the council would require a substantial economic downturn for at least one quarter, coupled with ongoing weakness in subsequent quarters and a pervasive decline across multiple sectors.

While the Conservatives have blamed the Liberal government for a potential recession, Prime Minister Mark Carney has emphasized the need for a diversified economic growth strategy. Additionally, Statistics Canada reported a decrease in the country’s unemployment rate to 6.6% in May, down from 6.9% the previous month, marking the first notable increase in employment since November.

Overall, the current economic indicators do not align with the council’s criteria for declaring a recession, and the situation will continue to be monitored as economic conditions evolve.
