Arson Attacks on Ebola Centers Impede D.R. Congo Response

Date:

Arson attacks on Ebola treatment centers in the Democratic Republic of Congo highlight the significant obstacles authorities are encountering in their efforts to contain an outbreak of the infectious disease that has been designated a global health emergency.

Congolese officials reported that suspected cases have exceeded 900 in the eastern part of the country, particularly in Ituri province, the epicenter of the ongoing outbreak. The recent destruction of the centers in two towns within the outbreak zone revealed the frustration in a region plagued by violence associated with armed rebel factions, mass displacement, governmental shortcomings, and reduced international aid affecting healthcare services in vulnerable communities.

Physicians for Human Rights described the situation as a convergence of devastating emergencies. The enduring crises in eastern Congo have led to one of the most severe humanitarian disasters globally, impacting the response to the unique Ebola strain.

The eastern D.R.C. has faced repeated attacks from numerous rebel and militant groups, some with ties to foreign entities or extremist organizations like the Islamic State. The region is under the influence of the Rwanda-backed M23 rebels, and the Ituri province, where the Ebola outbreak is concentrated, faces challenges due to the presence of groups like the Allied Democratic Forces, a Ugandan Islamist faction connected to ISIS.

Before the outbreak, Doctors Without Borders warned of worsening insecurity in Ituri, resulting in healthcare personnel fleeing and facilities being overwhelmed, leading to critical conditions in some areas.

Over a million individuals have been displaced in Ituri due to conflict, creating a scenario where the Ebola outbreak is unfolding in communities already grappling with insecurity, displacement, and fragile healthcare systems. Concerns exist regarding the potential spread of the disease to large displacement camps near Bunia, where initial cases were reported.

The Congolese Ministry of Communication disclosed that there are now 904 suspected Ebola cases, predominantly in Ituri. The total suspected Ebola-related deaths stood at 119, with cases also reported in neighboring provinces and countries. The outbreak response in the D.R.C. involves a collaborative effort between the government, rebel authorities, and various aid organizations.

Health experts have criticized international aid cuts, particularly by the United States and other affluent nations, as severely impacting the region’s ability to detect and respond to infectious disease outbreaks. Aid groups on the ground have highlighted shortages of essential equipment like protective gear for healthcare workers and testing materials.

The lack of an approved vaccine or treatment for the Bundibugyo Ebola strain responsible for the outbreak adds to the challenges faced in combating the disease.

The burning of treatment facilities in heavily impacted areas like Rwampara and Mongbwalu illustrates the resistance from local communities, complicating response efforts. The attacks may stem from deep-seated skepticism and resentment among the population towards historical treatment of the region, involving foreign-backed rebel activities and perceived failures in governance and international intervention.

Stricter protocols around Ebola victim burials have also fueled anger in communities, leading to restrictions on traditional burial practices to prevent further disease transmission. Local authorities have prohibited large gatherings, and security personnel are overseeing burials to ensure compliance with safety measures.
