“Conservatives and New Democrats Raise Concerns Over Strong Borders Act”

Conservatives and New Democrats may not see eye to eye on many issues, but both express reservations about certain aspects of Bill C-2, the Strong Borders Act proposed by the Carney government. This 140-page bill aims to amend various existing laws, spanning from the Criminal Code to the Immigration and Refugee Protection Act, the Canada Post Corporation Act, and the Oceans Act.

Primarily focused on border security between Canada and the United States, the bill addresses the movement of people and goods, both lawful and unlawful, across the border. However, some Members of Parliament find it challenging to perceive how all elements of the bill are directly connected to border security.

New Democrat MP Jenny Kwan criticized the bill, suggesting that many of its provisions target internal Canadian processes rather than focusing on U.S. border-related issues. Conservative MP Michelle Rempel Garner raised concerns about intrusive provisions within C-2, labeling them as “snooping provisions” that could pose significant privacy risks.

A contentious aspect of the bill revolves around police powers and “lawful access,” enabling law enforcement to request subscriber information from internet providers and online companies. While the government justifies these measures citing the need for enhanced security, critics argue that such provisions could infringe on individual privacy rights.

Despite assurances from Public Safety Minister Gary Anandasangaree that the bill aligns with the Canadian Charter of Rights and Freedoms, opposition parties remain skeptical. They fear that the broad scope of information accessible to authorities under C-2 could lead to unwarranted intrusions into individuals’ personal lives without adequate oversight or safeguards.

Overall, there is a call for a more thorough examination of the bill’s provisions, particularly those related to lawful access, to ensure that the balance between security measures and civil liberties is carefully maintained.
