The federal Liberals are preparing to present a new bill that is anticipated to mirror much of the content of their previously introduced border legislation. This new bill, expected to be put forward this week, is a response to criticisms of the Strong Borders Act, also known as Bill C-2, which had raised concerns from opposition parties and civil liberties groups for potentially infringing on Canadians’ freedoms.
Sources have revealed that the upcoming bill will exclude certain controversial clauses present in Bill C-2, such as those allowing Canada Post to open mail and granting law enforcement access to digital data without a warrant. The government aims to pave the way for its proposed border security measures to move through Parliament smoothly.
The introduction of Bill C-2 in June included provisions for expanded powers for law enforcement and government agencies, focusing on combating money laundering, imposing stricter limits on refugee claims, and enhancing information sharing among agencies. Public Safety Minister Gary Anandasangaree, who sponsored the bill, highlighted that it was partly in response to complaints from the United States regarding the perceived porosity of the Canadian border.
Privacy and civil liberties experts raised concerns upon reviewing the more than 100-page proposed legislation, noting that while it addressed requests from law enforcement agencies, some measures seemed unrelated to border security. Opposition parties, including the NDP and Conservatives, expressed worries about potential overreach and stated their refusal to support the bill in its current form, raising doubts about its passage in a minority Parliament.
This new bill marks another challenge for Anandasangaree, who is already facing calls for his resignation over remarks criticizing the Liberal government’s gun buyback program. The new legislation is expected to be presented in the House of Commons later this week after appearing on the notice paper soon.
